Malaysia\’s transport minister Anthony Loke announced on Tuesday that any foreign motor vehicle entering or traveling in Malaysia without a Vehicle Entry Permit (VEP) from that date may face a fine or six months in jail.

The Vehicle Entry Permit (VEP) is issued by the Road Transport Department and allows foreign vehicles to enter Malaysia. Owners or their representatives must register online for VEP through the portal.

To make the process easier, they use a self-declaration approach where you provide accurate information about the vehicles and their owners. You can save time by uploading the vehicle registration card PDF from the land transport authority.

If you prefer to register in person at the CIQ counter or at a location designated by JPJ, you need to fill out a physical form and provide these supporting documents:

How to Apply for VEP?

Here are the steps to apply for VEP registration in Malaysia:

The vehicle owner or a representative must register online on the Road Traffic Department official website.
Enter your details, including a login ID and password.
You will receive a confirmation email and be directed to the VEP portal to complete the registration.
Before proceeding, download and register your Touch \’n Go eWallet account. The eWallet can be downloaded from your mobile phone app store.
After logging into the portal, submit documents such as your motor insurance, a copy of NRIC, and the certificate of entitlement.
Once your application is approved, you will receive an email notification to choose your method of collecting the VEP RFID tag from a self-collection center.
Make an online payment using a credit card.
Once you receive your RFID tag, log into the VEP portal and click the acknowledgment button for your vehicle number.
Attach a photo of the tag with your car registration number in the frame, then upload the image on the VEP portal.

Who is eligible for Malaysia VEP Registration?

Owners of all categories of foreign vehicles, including private and commercial ones, must register for a VEP before entering Malaysia. This update refers to the permit issued by the Malaysia Road Transport Department that controls the entry of foreign vehicles into Malaysia.

According to Section 66H of the Malaysia Road Transport Act 1987, it is mandatory for all foreign-registered vehicles entering Malaysia to be registered for the VEP. The exception to this rule is motorcycles. All VEP-registered foreign vehicles will receive non-transferable VEP tags, which contain important information for identification.

The VEP was first announced in 2017. On that day, the Malaysia minister announced that enforcement was halted due to initial problems at the border. Later, it was announced that the VEP would be delayed by at least a year.

Documents you need during the Malaysia VEP Registration

When driving into Malaysia, you must have the following documents:

Passport with at least 6 months of validity.
MySejahtera app registered and activated.
Vehicle registration details.
A category of vehicles covering private, commercial, and embassy government-owned vehicles.
Proof of completing a full regimen of a COVID-19 vaccine recognized by the WHO.
Children aged 12 or below can enter Malaysia without proof of vaccination.
Those aged 60 and above need a third dose of the vaccination with proof.
Touch \’n Go or EZ-Link and Touch \’n Go card with sufficient balance to pay.
A valid VEP RFID tag on your vehicle.
Travel insurance with a minimum coverage of $20,000.
Address proof documents for receiving the VEP.

What categories of foreign vehicles are required to register for VEP?
All foreign vehicles, including private vehicles (owned by individuals or organizations), commercial vehicles, and embassy/government-owned vehicles, must register for a VEP before entering Malaysia.

When and how to register for VEP?
Starting from 15 August 2015, owners (or their representatives) of foreign registered vehicles should register for VEP online via the Road Transport Department of Malaysia (JPJ) official website at www.jpj.gov.my before entering Malaysia.

What information do I need to register?
To ensure smooth entry into Malaysia, vehicle owners should register for the VEP via the online portal. A self-declaration approach requires you to provide accurate and complete information about the vehicles and their owners. Falsifying information can lead to penalties under Section 108 of the Road Transport Act 1987.

To save time, you can upload the Vehicle Registration Card PDF from the Land Transport Authority (LTA) or One Motoring website. This allows most details to be auto-filled into the web form. If you use a non-regular PDF format (scanned document), you must fill in all the required form fields manually.

A confirmation slip (PDF file) will be emailed to you. Bring this document to collect your VEP tag at the designated location.

If you prefer to register physically at JPJ counters in CIQ or a JPJ-designated premise, you must fill in a physical form and provide the following documents:

How much is the VEP tag?
The VEP tag is free, but there is an administration fee of MYR 10 during registration, payable upon tag collection. The VEP must be renewed every 5 years.

Where can I collect the VEP tag?
The VEP tag can be collected from dates and locations announced by JPJ later. An administration fee of MYR 10 will be charged during collection. JPJ personnel will assist in attaching the VEP tag to the inside of your vehicle\’s windscreen.

What is the validity period of the VEP?
The VEP must be renewed every 5 years. You should renew it 3 months before the expiry date, at which time a new VEP tag will be issued.

How can I check if the VEP tag has expired?
You can check the VEP Tag expiry date from the online portal, which will send a reminder email 6 months before the expiry date.

Can I enter Malaysia if my VEP has expired?
If your VEP has expired, a prompt will appear on the LED panel at the CIQ complex. You can still enter Malaysia but must pay a penalty fee of MYR 150 upon exiting. It’s advisable to renew the VEP before re-entering Malaysia to avoid any inconvenience.

Do I need to update the vehicle registration details?
Yes. Vehicle owners must update details such as Road Tax Expiry Date, Insurance Details, Vehicle Owner’s Passport Number and Expiry Date, Vehicle Owner’s License Details and Expiry Date, Drivers’ License Details and Expiry Date, and Vehicle Change of Ownership. Review and update these details every 5 years.

Can I still enter Malaysia if Road Tax, Insurance, or Certificate of Entitlement (COE) has expired?
No. Only vehicles with a valid road tax and insurance are allowed to enter Malaysia.

Can I transfer the VEP tag of my previous vehicle to my new vehicle?
No. The VEP Tag is unique for each vehicle and is non-transferable. When a vehicle\’s ownership changes, the VEP tag’s validity ceases. The new owner must apply for a new VEP and ensure the previous owner has updated the vehicle ownership status.

Can one VEP tag be used for more than one vehicle?
No. The VEP Tag is unique for each vehicle and cannot be used on another vehicle for any reason.

What to do if the VEP tag is stolen, lost, or damaged?
If the VEP tag is stolen, lost, or damaged, update your vehicle status on the online portal and produce a police report to JPJ when collecting the new VEP tag. An administration fee of MYR 10 applies.

What to do if the VEP tag is faulty?
If the VEP tag is faulty, it will not be detected by the RFID reader at the CIQ complexes, confirmed by JPJ personnel. The replacement policy does not cover tags that have been removed or tampered with, and a MYR 10 administration fee will apply for a new tag.

What happens if I do not register for VEP?
Under the Road Transport Act 1987, it is mandatory for all vehicles entering Malaysia to be registered with JPJ.

How long can my vehicle stay in Malaysia?
The vehicle\’s stay in Malaysia is valid until the earliest of the following conditions:

Expiry of the VEP tag
Expiry of the vehicle road tax
Expiry of the vehicle insurance
Expiry of the Certificate of Entitlement (COE)
Three months from the last entry date
